                                  GOVERNMENT OF ANDHRA PRADESH 
                                                  ABSTRACT      
A.P. Reorganization Act, 2014 - Ban imposed on all promotions, appointments, transfers, revision of seniority and change in terms and conditions of employment - Lifting of ban to the extent of promotions & appointments (including compassionate) at District level – Orders – Issued.

G.O.Rt.No:2147, General Administration (DPC.I) Department, dated 16-05-2014.
 2. 3. O R D E R: From the Chairman, Joint Action Committee of Employees, Teachers, Workers and Pensioners, Andhra Pradesh, representation dated 17-06-2014. 
From the President, Andhra Pradesh Commercial Taxes Non-Gazetted Officers’ Association, representation dated 21-06-2014.

In the G.O.1st read above, orders were issued imposing a general ban on all promotions in the State at all levels, till the process of allocation of employees to the successor States of Telangana and Andhra Pradesh are completed and on all (a) appointments; (b) transfers; (c) revision of seniority and (d) change in terms and conditions of employment.
 2. The Service Associations in their representations 2nd and 3rd read above have requested to relax the ban orders issued in the G.O. 1st read above to the zonal or below cadre employees. 
3. Government observe that the re-organization may not cause any dislocation to categories of employees whose unit of appointment are District/Sub District level (local cadre of District). Local cadre of District will automatically stand allocated to respective district within the geographic boundaries of Residuary State of Andhra Pradesh. Since the local cadre with District/Sub-District will not be affected in the process of allocation of employees due to re-organization. 
4. Government, after careful examination of the issue, hereby relax the condition 7(b) of G.O.1st read above in respect of employees whose unit of appointment is District level to the extent of promotions & appointments (including compassionate) at District level.

25th July,2014 : Flag off by District Minister:On this day the entire information of Out of School will be released. All the facilities available in the district like hostels, Res. Schools, KGBV Schools, NRSTC etc., will be published for the benefit of Parents and Community at large.
State level drive will be initiated by Hon’ble Chief Minister atAnantapuramu


26th July : (Badi Ustavam)
1. Conduct of grama sabha in all the villages of the district under the chairmanship of Gram Sarpanch. The aim of Gramsabha is tomotivate the parents to admit children back to school.
2. Rallies of children & Teachers  can be organised on this day.
3. Folkdances, Kalajathas are to be conducted in all villages to cause wide publicity of this programme.
4. MEOs, Dy.E.O.s Headmasters should make night halt in most backward and problematic villages in the Mandal.



28th July: celebration of Balika ustavam
1. KGBVs & Govt. Schools will be visited by Mandal level team.
2. Girl children who are achieve, in spite of poverty, lack of facilities, should be honoured.
30th July: A day for Children with Special needs:
It is observed that Children dropout because of Spl. problem likelow vision, deaf & dumb,dyslexia etc., On this day awareness programmewill be conducted to all parents at " bhavitha Center" and explain about concepts of inclusive education. All the children requiring aids &appliances can be provided out of SSA budget already provided.
Conduct of Vidya Sadassu (30th July,2014)
All SMCs will be invited to at mandal level for this Vidya Sadassu. All parents will be explained about facilities provided by govt. for good Education like i.e.
1. Highly qualified teachers
2. Free text books
3. Two pairs of uniforms
4. Mid day meal
5Good infrastructure in schools
All SMCs can be provided with ththe list of out of School Children and are to be requested to involve in admission of out of school children in schools.
The meeting will be presided by MPP & ZPTC will be the  guest of honour.
MEO will be convenor & Conduct the workshop.
Student Day (1st August,2014)
Children are also to be motivated to continue studies atleast up to 10th class. In every school teacher should explain above RTE to children and take oath from children at least to complete 10th class without break.
Elocution / Debate / Essay Writing  competitions can be conducted to all Children on the topic.
" I will complete atleast 10th class & achieve higher goals" &  Certificates will give to best performer in the competition, School grants can be used of this purpose.
Certificate should also be specially given to children who motivate dropouts to join back to school. (Child to Child motivation)
A Day with Community (2nd August, 2014)
All parents, teachers and children will eat Midday meals together in the schools and discuss about improving the quality.
At the end of week, it will be ensured that all Out of School Children are enrolled in school.
